GCRF Programme Science Director (PSD)

The GCRF African SWIFT Programme Science Director is Dr. Elijah A. Adefisan, based at ACMAD is responsible is responsible for the coordination and implementation of the SWIFT project and the establishment of the ACMAD Research and Development Department. Other important aspects of his role are, to lead on SWIFT activities in operational training and university programmes; and to oversee the synthesis of different weather and climate services to user needs and their dissemination to different user communities. He will also establish partnerships to define, generate and deliver meteorological products and develop capacity for the production, interpretation and use of meteorological information.

After successfully completing his first degree in meteorology in 1998, Elijah was awarded a Masters in Technology from the Federal University of Technology, Akure, Nigeria (FUTA). He was awarded his PhD in 2014 following a programme of research split between University of Cape Town, South Africa and FUTA. For his PhD, Elijah used the WRF model to investigate the dynamics of initiation, propagation and growth of meso-scale convective systems (MCS); this led him to develop an algorithm for tracking MCS from the initiation to the decay stage. He was appointed as a Senior Lecturer at FUTA in 2015 and currently teaches both undergraduate and postgraduate programmes as well as supervising a number of PhD students. Elijah has also undergone forecasting training with the Nigerian Meteorological Agency (NiMet) and during his time with African SWIFT plans to continue his important work to link the latest advances in scientific research to operational weather forecasting.

I joined ACMAD in mid-2019 as a Research Scientist working within African SWIFT Project. Before joining ACMAD, I worked for Future Climate for Africa’s FRACTAL project domiciled at CSAG in Cape Town and previously at IGAD Climate Prediction and Application Centre (ICPAC) in Nairobi.

Cheikh DIONE PhD

I am research scientist at African Centre of Meteorological Applications for Development (ACMAD). My work on SWIFT project includes sub-seasonal to season forecast (WP6) and satellite remote sensing and nowcasting (WP3/4). My research covers a large range of Meteorology and climatology, including local and large scale convection, gust fronts, land surface heterogeneity, atmospheric boundary layer processes, weather regimes, climate impact.

TOSSA Dénagnon Lambert

In my research I use different techniques and source of data. I have worked with various ground-based measurement systems including (Celiometer, raingauges, radar, weather station, radiosounding),  numerical model outputs, and satellite data in the framework of DACCIWA, AMMA and ACTRIS projects. My mean area of study is West Africa.

I am the Administrative and Financial Manager of the SWIFT Project at the African Center for Meteorological Applications for Development (RAF / ACMAD-SWIFT). My work on the SWIFT project consists of:- Prepare financial reports for the Main Budget,
– Prepare financial reports for the Events Budget,
– Ensure all the Administrative tasks of the Project,
– Process the Remuneration of Project Staff and liquidate it,
– Classify, codify and archive all Administrative, Accounting and Financial documents so as to have a physical version in the Chronos and an electronic version by scanning in my Documents.
– Follow up on Project events by quarter and provide logistics.
– Prepare the payments of the Suppliers and the settlement of the invoices,
– Develop the annual budget and follow up
– Develop the quarterly cash flow plan and prepare requests for replenishment of the main budget and the Events Budget,
– Execute all other useful tasks in the implementation of the Project.
From October 2016 to date I have held the position of RAF / ACMAD-MESA and RAF / ACMAD-USAID-OMM then:
– Support the updating of ACMAD’s accounts;
– Support the management of the different projects managed by ACMAD;
– Participate in the preparation of the Centre’s financial reports;
– Participate in the preparation of various audit missions;
– Participate in the justification of funds to the various donors;
– Support the development of different budgets for the ACMAD Center;
– Prepare documents for MESA and ISACIP Project Audits;
– Prepare the Consolidation of Financial Statements of projects to that of ACMAD;
– Ensure Internal Control of the Administrative and Financial Service of ACMAD;
– Execute all other tasks related to the position that the hierarchy could entrust to it.
I hold a DESS in Finance and Management Control and a Certificate in Training in International Accounting Standards from the Superior Council of the Order of Experts and Accountants of France.
